AI: Generate tags for note

When triggered, generate a list of tags for the current note and set them in the yaml frontmatter.

All existing page tags are sent as part of the context along with the note, but additional rules and instructions can also be configured in ai.promptInstructions.tagRules. See Prompt Instructions for examples.

Without very specific prompt rules, the LLM is likely to over-generate tags. A simple value for tagRules could be:

ONLY use existing tags. Don't create new tags. ONLY add relevant tags. Favor a small number of tags instead of many.

Or more specific:

Tag notes with #receipt if they appear to contain confirmations or receipts.
